Early Wednesday, the state approved a nearly $23.7 million incentive package for the project. About $1.5 million in local matching incentives split between Mecklenburg County and the City of Charlotte.

“This is the largest hiring announcement in history for the Charlotte-Mecklenburg region,” Gov. Roy Cooper said at a news conference. Jobs to be created will include claims specialists, actuaries, underwriters and information technology roles, he said.
Once all positions are filled, the new jobs will generate a salary impact of more than $105.3 million annually. That means an average job, based on 2,250 total jobs, would pay about $46,800.
Peter Zeller, Mecklenburg County’s director of economic development, said in an email to county commissioners Wednesday that most of those jobs are available to job seekers with entry-level qualifications.
Harriet Harty, Allstate’s executive vice president, said the company hasn’t fully decided on the mix of jobs it will bring to Charlotte, but they will include a variety of jobs.

“We’re happy to bring more jobs to the state,” Harty said at Wednesday’s event. Allstate values our excellent working relationship with North Carolina for more than 45 years.
Harty said the company is looking at various locations in Charlotte for new jobs, but the company could build on its current operations center at Innovation Park, a University City office complex.
“This is a win for the company, our employees, our customers, the region and the state,” he said. Harty said the company is also expanding into Irving, Texas, and that is another potential location for the new office.
Harty said last year’s controversy over House Bill 2, the controversial state law that limited anti-discrimination protections for LGBT people, was reflected in the company’s decision. PayPal scrapped plans to create a new operations center in Charlotte with more than 400 jobs after HB2 took effect. The law was partially repealed earlier this year.

“For us, inclusive diversity is one of our core values,” he said. “Did it factor into our decisions? Of course many things factored into it.”
Among the incentives, Allstate will be eligible for up to $17.8 million over 12 years in potential withholding tax payments for new jobs if the company meets job creation and capital investment goals. Those incentives are offered under the state’s Job Development Investment Program, or JDIG. Additionally, $5.9 million will go toward a fund designed to improve infrastructure in rural areas of the state.
By comparison, insurer MetLife was paid $87.2 million in a 2013 reimbursement package to create 2,600 jobs in Charlotte and Cary. According to the Commerce Department, the number of jobs at MetLife is the largest associated with JDIG, followed by Allstate.
In May, AXA announced plans to hire 550 new workers in Charlotte over the next five years, doubling its local presence amid new growth in the local financial sector. After this $18 million expansion, Charlotte will be Paris-based insurance company AXA’s largest U.S. location, a statement from Cooper’s office said at the time.
